ADG/Managed Registry Operations
REGISTRY BUSINESS OPERATIONS & COMPLIANCE

A reliable backend is not enough. A registry must be managed every day.

ADG helps TLD operators run compliance, reporting, launch, registrar, trust and safety, continuity, data governance, and public-service functions through one coordinated operating model.

Available as advisory, co-managed operations, or a managed registry office based on the agreed division of responsibility.

BEYOND RSP SERVICES

We connect technical systems with the obligations of a registry operator.

An RSP keeps critical registry functions running. A TLD operator must also manage policy, registrars, reporting, rights protection, DNS abuse, continuity, data, public communications, and changing requirements.

Managed Registry Operations brings this work into a control calendar, escalation paths, evidence trails, and reporting cadence that ADG can run with your team.

Clear owners and escalation paths for every obligation
A calendar for compliance, reporting, reviews, and testing
Traceable evidence and operational decisions
Consistent coordination across the operator, RSP, registrars, and vendors

MANAGED OPERATIONS SCOPE

Nine functions that keep a registry ready to operate, demonstrate compliance, and improve.

Final scope follows the TLD type, applicable Registry Agreement and policies, registrar model, systems, and internal team capabilities.

Registry Compliance Office

Manage contractual obligations and policy changes as operational work with owners, deadlines, evidence, and approval paths.

  • Compliance register and policy tracking
  • Audit, evidence, and remediation coordination
  • ICANN correspondence and governance reviews

ICANN Reporting & Financial Operations

Prepare registry reporting and commercial reconciliation so transaction data, service activity, fees, and invoices remain consistent.

  • Monthly and per-registrar transaction reporting
  • Billing, deposit, and registry-fee reconciliation
  • Data-quality controls and pre-submission approval

Launch & Rights Protection

Coordinate launch phases and rights-protection mechanisms from policy preparation through General Availability.

  • TMCH, Sunrise, Claims, and SMD validation
  • Launch policies, reserved names, and SDRP
  • URS coordination and dispute workflows

DNS Abuse & Trust Operations

Build the intake, evidence assessment, mitigation, decision logging, and periodic analysis function for DNS abuse.

  • Abuse contact, intake, triage, and case management
  • Registrar referral, escalation, and mitigation action
  • Periodic analysis and statistical reporting

Registrar Operations

Manage operational and commercial registrar relationships from testing to production support and performance reviews.

  • RRA, OT&E, sandbox, credentials, and onboarding
  • Support desk, escalation, and change communication
  • Credit, deposit, invoicing, and settlement workflows

Registry Continuity & Transition

Prepare the registry for disruption, recovery, RSP changes, or operator transitions without obscuring responsibilities between parties.

  • Business Continuity Plan and periodic testing
  • Backup restoration, DR exercises, and exit planning
  • RSP transition and EBERO-readiness playbooks

Public Registry Services

Operate the public channels and data services needed by registrars, registrants, the community, and other stakeholders.

  • Registry website, policies, status, and service notices
  • RDAP guidance and DNSSEC Practice Statement
  • Zone-file access and CZDS request workflows

Data Governance & Privacy

Define how registration data is collected, used, protected, retained, accessed, and disclosed under controlled processes.

  • Data mapping, classification, retention, and deletion
  • Access reviews, DPAs, disclosure, and audit trails
  • Incident notification and vendor governance

IDN & Universal Acceptance

Prepare the namespace, systems, and service channels for internationalised domain names and multilingual user experiences.

  • IDN tables, variants, and label-generation policy
  • EPP, RDAP, portal, and registrar compatibility
  • Universal Acceptance and EAI testing

ENGAGEMENT MODELS

Use the level of support that fits your team.

ADG can lead the agreed functions or work as an extension of an existing registry team.

01

Advisory & readiness

Assessment, policy mapping, control design, runbooks, and a roadmap for teams that will operate the work internally.

For teams that need initial design and validation.

02

Co-managed operations

ADG runs selected functions with your team through a clear RACI, calendar, ticketing system, review cadence, and escalation path.

For operators retaining substantial internal control.

03

Managed Registry Office

One service desk and governance cadence coordinating compliance, registrars, trust and safety, reporting, continuity, and registry vendors.

For operators needing sustained operational capacity.

OPERATING RHYTHM

Registry controls run as a cycle, not a one-time project.

01

Intake & classify

Receive a report, change, request, or new obligation and identify its urgency and owner.

02

Assess & decide

Review evidence, contractual impact, technical risk, data, and consequences for registrars and registrants.

03

Act & coordinate

Execute the approved action and coordinate the operator, RSP, registrar, vendor, or other relevant party.

04

Record & report

Capture the decision, evidence, response time, action outcome, and required reporting.

05

Review & improve

Review trends, control gaps, SLAs, and policy changes to improve the next cycle.

CLEAR RESPONSIBILITY BOUNDARIES

End to end does not mean every role must be performed by one legal entity.

ADG acts as coordinator and operator for the agreed scope. Managed Registry Operations may include commercial operations such as registrar onboarding, program configuration, billing, reporting, and performance reviews. Creative campaigns, paid media, demand generation, direct sales, and revenue-target ownership are not included by default. Functions that rules require an authorised party to perform or approve remain with that party.

Ownership map

Every activity has an accountable owner, operator, approver, evidence requirement, SLA, and escalation path.

Independent parties

ADG integrates mandatory third-party workflows without claiming a status or authority it does not hold.

Contract-defined scope

Scope, support hours, service levels, data access, and each party's obligations are defined in the agreement.

Delivery follows the applicable Registry Agreement, Consensus Policies, technical standards, law, and relevant operator policies.
